Royal Robber and Info Broker scandals not spawning

So I've done Anasis trials, Im friends with all the nobles, Fia and Connie Fidential. Im on the last stage of the Social Puppeteer aspiration but when I go to ask about scandal for Fia or Connie all I get are generic ones or No scandals are available. Ive already asked about the info broker and Royal robber, I know its at Ye Olde Voyager that I need to be at but I can't complete the aspiration. Ive tried to hack and buy secrets but same as above when asking for them. I've checked Cordelia and Connie's relationships so they are friends with their respective people but still no required scandal. Is this a common issue?

    Hi,  im on xbox, I dont use mods or CC. I have all the dlc packs though and a few kits. I tried hacking for both sims and only get random ones.

    I had no issues finding either on the early access version. Got the robber one by hacking, can't remember where I got the other though

    Are you using mods/cc in your game ?
