[S] Option to Wear Costume Does Not Appear On Certain Sims

I'm not sure if this is a bug or just something on my end. I make the holiday Halloween and one of the traditions is to wear a costume. Everyone but one sim has the option to wear a costume. I have looked through all the social interactions and nothing appears. I noticed this problem especially with vampires (despite them loving the tradition because they're vampires) but not all my vampires have this problem. I've seen this with two of my vampire sims (not sure on non-vampires) and it's not common either.

The first two images are the self-interactions on the sim that the option does not appear. The third image is a sim who does have it. Not sure what I am missing here and wondering if anyone else is experiencing this or if it's just me.
