Scenario NPC sim cloning/ constant auto populating

SheaDavids​ Thanks. Moving you over to the Gameplay Issues forum. Please try a Game Repair (still with an empty Mods folder) and report back if that helps.

Still was cloning after the repair and empty mods. I ended up using the mod mccc to show all hidden sims and deleted every Lewis Sancho until the clones stopped. It resulted with game telling me that the challenge was over but no more clones!
