Yeah this is with a completely clean game. That’s why I am confused as to what the issue is. I know for sure I did it correctly because it prompted for the tutorial first and everything.
I'm having the same problem. I really need some help. I did everything that was stated, checked the Gameversion.txt, moved the EA folder to the desktop & that created a brand new folder, reinstalled sims, reinstalled origin. I have gotten nowhere.

If that doesn't work I wonder whether you may need to uninstall completely and reinstall ☹️Tried the super repair, no luck. Tried completely uninstalling and reinstalling both origin and the game but still am having the issue. Maybe a bug with the newest update? Not sure how I'm supposed to proceed from here though. I've never had an unfixable issue like this before. Thank you for your help.

Just had a thought, how are you trying to place apartments as you can't save them to the Library. Are they penthouses?
