Yeah this is with a completely clean game. That’s why I am confused as to what the issue is. I know for sure I did it correctly because it prompted for the tutorial first and everything.

Tried the super repair, no luck. Tried completely uninstalling and reinstalling both origin and the game but still am having the issue. Maybe a bug with the newest update? Not sure how I'm supposed to proceed from here though. I've never had an unfixable issue like this before. Thank you for your help.

Just had a thought, how are you trying to place apartments as you can't save them to the Library. Are they penthouses?No penthouses, just trying to place from the gallery. I have the lot entirely bulldozed but still get the error. I've tried on a couple of different buildings with no luck.
