It appears that your Sim needs to be Focused to get this action. There's also a Logic skill requirement (level 7) and a time constraint. One person said could only do it from 8:30 p.m. to 7 a.m. but the time might differ by neighborhood. I can confirm that the action is available when Focused, at night, with level 7 Logic, using the Observatory at Myshuno Meadows, the San Myshuno center park.
