Service dogs
I think they should add service dogs because it would make the people have have service dogs feel more included

Since there are no disabilities a service dog would just be a regular dog.
It may not be quite the same, but maybe if you give your dog the loyal trait (follows Sim around/likes to be near owner) and added one of the walking vests to their non-walking outfit?
