Sim can only do heat of moment proposal, not propose with crafted ring

I've sent my sims to the Romance Festival with the plan that he would propose with a crafted ring her mother made for them. However, now that I've got them in the moment for the proposal, the only propose option available is the heat of the moment one. When I click on the ring and select propose with, nothing happens. The option was there when they were at home a day or two before so I don't know if it's the Romance Festival or the fact that they're feeling flirty or what. I don't want to do it without the ring or change the venue. Is there anything I do can? I'm not sure why there isn't a version of the heat of the moment proposal that uses the crafted ring.
