Did you ever figure this out? Mine is doing the same thing - can't use ladders on platforms inside, but can outside.
@lswebste @Dannakyri @IngeJones Do you have at least two tiles free all around the ladder? Apparently Sims will need this in order to route properly. Please read through all posts at this Bug Report and try them in order to see if any of the workarounds and information there are applicable to your situation. Also, If that is your issue please 'Me Too' that Bug Report and let us know back here. If it's the same issue you may have some workaround information plus we may be able to see if it is recommended to merge this post into it.
