Sim Can't Use Countertop

I recently built a house, no CC, no cheats. My sim will not use the counter tops in the kitchen and there's like 8 of them. She does the reaction where she can't reach/access it. I have tried repairing the game, moving the countertops, deleting the cabinets above it and resetting the sim and nothing seems to fix it. It's frustrating because she will only make snacks no meals.
