Sims 4 - Build Mode - Unable to build foundation

When I go into Build Mode and try to create a foundation under the house, it won't let me. The meter to switch between the sizes of the foundation is not visible on the bar at the bottom and I am not...

Click on the room and an up down arrow appears in the middle, use that to drag up to create the foundation 🙂
