I'm pretty sure no one here are lawyers with expertise in Australian rating system. So we can not help you in that regard.
You write about the Pet stuff pack. Does that mean that she already owns the Cats and Dogs Expansion? If she doesn't the stuff pack wouldn't make much sense to get anyway as the Expansion are a requirement for this stuff pack. Could it be that you misunderstood what the issue was?

Thanks for replying, I was advised by the online chat to ask here when I wanted to know where I could get an answer from EA on the rating.
Yes she has the prerequisite cats and dogs pack, that’s the thing, she has lots of other packs, they were bought as gifts from Amazon, so came as physical codes, and if this pack was available that way I’d do that too, but I can’t find it on amazon. But that’s not really the point, the point is the classification of this pack (and presumably all the others for online purchase through Origin) are wrong.
Hoping someone from EA can advise.

The only way to get an expansion on an child account, is by entering the productcode on the account. It's not possible to make purchases or receive games via gift on child accounts.
This hasn't got anything to do with the ratings, but more about how child accounts work.
