Sims 4 Clothing Layering option

No, other than choosing socks, leggings, hats, accessories, and undergarments, I'm not aware of other options. I googled it and found easily mentions of people using CC (Custom Content) to make layered items as accessories, so perhaps you could google it and look around a bit for options. ('Mod the Sims' has a lot of content on their site). 👀
Another option would be to look in the EA Sims 4 store, if you don't have all of the packs and expansions, and shop around a for clothing and accessories that are included in packs there that you don't already have. Then you would also get additional features that come with the pack and the clothing would be fully functional and compatible with the game. You can view items that come with each pack in the store (plus there are a bunch of sales there this month!):

I would love to se this in game and soon. I asume you are talking about the way you can layer clothing like you can in secondlife? then this is a much needed plus!
