Sims 4 DLC return policy for Steam

I recently switched my sims 4 to the Steam platform and so far ive played 7hrs. My question is regarding purchasing Sims 4 dlcs on Steam. Steam lets you return a game or dlc within 14 days and 2 hrs of playing it. Since ive already played the base game for more that 2hr hours does that mean i can not refund sims DLC's? 

I really want to buy the cottage living dlc but not sure if it will benefit my personal gameplay. i see mixed opinions about it and im not sure whether to get it. I just really want to know if i can return DLCs alone within steam return time frame or does it follow the EA return policy?
