Can you forge a break up letter without the season pack?

do you need to have writing skill level up too? cause I don't see forge a break up letter ok the mailbox yet?
It can only be done on Love Day, so you would need to wait and do it then.

It is when Love Day is in your game, so if it is three weeks until Love Day is in your game, then you will have to wait three weeks.
Btw do you wish that school buses were in the sims 4 or no?
