I have this exact same problem but with the cats and dogs pack. I think that the item that we are trying to purchase hasn't been updated in the steam store yet and hopefully will be.
Could it happen with all the packs though? They're all doing the same thing.
This is what is happening to me too, it sucks because I do not want to miss the sale.
@Kambeach Again, Steam is not currently offering a sale on Sims 4 content. The EA App is, which is why you're seeing the sale prices. Either buy directly through the App or wait for a Steam sale.
