Sims can’t start romantic relationships/move in

My sims can only ask to be woohoo partners and nothing more. 2 sims in my households have soulmate status with townies and have no options to start a romantic relationship or have any option to join ...

Do you have this issue with all your Sims or just that particular couple ? Which menu did you check ?
