Sims can't get married even though both are on same lot

@JuliB988 Does elope work (for testing ?)

The bug with the marry in employ was fixed a while ago.

Are they both standing next to the arch ?

I don't know why I assumed they could only get married under an arch. The elope interaction works and they did get married when I clicked on it. I would still prefer to get married with the arch if possible though.

And yes, they are both standing right next to the arch. I also made sure that they are both standing within the boundaries of the lot.
