Sims can't shave in the tubs

I have all the expansions (except the newest one), all kits, and all packs. My sims are unable to shave in the bathtubs. The only time I get the option for them to shave is when they are in the shower. Is this supposed to be how it is? I've read a few articles that said shaving was supposed to be possible in the tubs as well but it's never been an option for my sims.
