Sims can't use Laptops

Steps: How can we find the bug ourselves? Put a laptop on any available surface with a chair available. Select any interaction with the laptop for your sim to carry out.
What happens when the bug occurs? The interaction quickly disappears from the queue without sim performing interaction.
What do you expect to see? My sim should carry out the action.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

When I choose an option from the laptop menu, the interaction immediately goes away without my sim carrying it out. The only work around I've found is to have my sim sit in the chair that the laptop is at and then choose an option from the menu for my sims to carry out.

Been having this issue for several months, anyone else?

Mods and CC in folder but disabled in game.

    Usually, when a sim can't use a computer of any type, not just a laptop, when you queue them to do it by clicking on the computer, but they can use it if you queue them to sit down in the chair facing the computer first before queuing the sim to use the computer.  it means that there is something else on the surface that is intruding into the computer's footprint which is blocking direct computer use.  It usually happens if the items on the surface or the computer were placed with MOO on, but I have found that it can happen with MOO off if the computer was placed first and clutter is placed after.  And it also can happen if you place items at an angle.  In this case, what is happening is a routing fail and the game does not give the sim the thought bubble letting you know that's what happened.  One other time this seems to happen is when the computer is on a countertop with a barstool. Changing the barstool will sometimes fix it but not always.  

    So, to fix it:  In build mode, clear the surface of all items including the computer.  With MOO off, place the computer.  Place your desk lamp and clutter.  if anything won't place, then either delete it or find an alternate item that will place.  Then grab the computer, pick it up and put it back right where it was.  If the footprint turns red and the computer won't place, something else you placed is intruding into the footprint.  So, start removing things from the surface one at the time, and try to place the computer again after each item until the computer won't place.  You can tell you've found the item intruding the footprint when the computer footprint remains green when you try to place it after removing that item.
