Sims just standing still and move a little

Hello,

Today,  when I went into my game today, I my sims just stood there and didn't do much, even though they have a movement in the cue. I tried reseting my sims, that didn't work. I tried going in and out of Buildbuy, that didn't work. I did send one of them to another location and back, and that did work for a little bit, but then they just stood there.

I even tried to take out all of my mods, and they just still stood there not moving or a little bit of movement, but then they end up just standing around.

I am currently repairing my game. I am also wondering if pausing the game too much is causing this issue or that extra thing that I did were I have them pause when the game starts. I just want my sims to move. How do I fix this.

And by the way, it's not just one sim in this household that just stood around, but all of them.

How do I fix this?
