Skinblends won't work

So, I downloaded Kumikya's skin blend today because I noticed it wasn't working anymore so I redownloaded it and still didn't work. I took out my mods folder, loaded a new mods file, and tried again in-game and it still didn't work. I NEED the skin blend but I don't know if the skin blend is the problem or the game. Please help me.

Of course you are allowed to use Mods and CC but they are not supported by EA/Maxis.
Please reach out to the original creator to confirm updates.
This thread may also be helpful as it includes a link to complied lists of broken mods etc.

I'm not seeing anything in there about any Kumikya skins being broken but there is always some risk of this happening with any mod or CC after any game patch. I don't use Kumikya skins in my game but I do have other skins and I can verify that they are still working fine in my game since the June 3 patch. Make sure you have the file placed in the right folder and that CC is still enabled in your Game Options.
EDIT: I temporarily popped one of the Kumikya skins in my game and it's working fine. In addition to checking your file placement and that CC is still enabled in your Game Options, make sure that the Resource.cfg file was not accidentally removed from your Mods folder.
