Small business and the bug where sims cannot buy anything

Question

In my game I have the bug where when a retail is owned by one of my Sims if a Sim from another family goes to buy something he cannot. There are no employees there, and it is impossible to buy anything.

Those of you who have the bug and also have Hobbies and Small businesses, if you play a Sim as client can that Sim buy something? Or is the bug prevents it?
