Small Business Bug

I'm working on the Esteemed Entrepreneur Aspiration and I'm on Level 3 where it says to get a happy customer.  I have customers leaving everyday with the green smiley face above them but for some reason this won't give me that task.  Is there something else i need to accomplish that or is this a bug?
