Small Business Lot Bug?

Is this small business lot bugged? This small business gym replaced the Movers and Shakers gym in Willow Creek. When i downloaded this reno of the building from the gallery, i turned it in to a small business gym. The owner, Kevin Sauce lives in San Sequoia and still owns it. 

When i play his household, he can still open and close it as usual but when other sims visit the lot, it is always closed. Are these lots supposed to act like this:
