Social Menu Not Appearing for Certain Sims

I'm playing the newest update and with Royalty and Legacy.

Since adding a known sim to my household, I do not see the full social interaction menu or contacts menu (see included pics). 

I've tried everything to amend this: deleted all mods, repaired the game, added sims in and out of the household, moved households, all to no avail.

Please give me a hand in figuring out the problem here!
