Stairs not useable

Steps: How can we find the bug ourselves? I built a house with L shaped stairs that run along an outside wall. The lower part is longer, the upper part shorter and they turn to the left. My sim refuses to use them, says something is blocking her path. I tried removing every single item and wall I could think of, nothing. Then I recreated the same situation in a second building which worked fine. I even tried replacing the working building parts with the non working ones and the ones that worked before stopped working and the other one that didn't work before works now. So in the end I used the working version and started replacing the items one by one until I found the culprit which was a grandfather clock placed with MOO a bit too close to the upper end of the stairs. But the interesting part is this: even after removing the clock, the stairs wouldn't work anymore. Resetting the sim didn't help either.
What happens when the bug occurs? The sim won't use the stairs anymore even though the offending item has been removed.
What do you expect to see? that the stairs work again once I remove the item blocking her path.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

About the screenshots, I took the upper floor picture with the clock in it to give you an idea of the placement. But once the clock was placed and the sim tried in vain to go upstairs, even deleting the clock didn't solve the problem and she refuses to use the stairs. I added the lower floor picture to give you an idea of the whole layout, but the items there caused no issues with the stair, she was using them just fine.
I think I found the culprit. It was a bit difficult to find because it was not only the clock but also the items on the corner counter beneath the stairs. The problem with these was, that sometimes they worked and sometimes not. Seems to be a somewhat wonky check that just ends up being positive or negative at random. So she'd walk up and down a couple of times no problem and without any changes to the layout all of a sudden decided she couldn't walk the stairs anymore. I'd say it's solved but if you'd like to play around with it out of interest I can ofc upload it.
