Survey ocean floor

Ok so I only just got and started playing island living, went into the conservationist career and I had to survey ocean floor, there wasn't any hints as to how to complete this, but I did look on her...

    That's 2 types of buoy, you need to find the one in deep waters, where you cannot snorkel but submerge.

@Gagea25 I found them but all I could do was snorkel and the usual interactions ☹️
