Tartosa lots not loading in

Before anyone asks, I did remove all my mod and delete localthumbcache. I've never used the TOOL mod which tons of places cite as causing the issue. Even after doing all this the lots just wont load - I can click into and exit the world menu, but where the lots should be there's nothing. I got MWS after seeing most major bugs had been fixed and this is really disappointing. Anybody know how to fix this?
