The game won't let me put flooring down outside

Is anyone else having issues changing your outside flooring? As in your walkway, around the pool. It says, must be placed on a floor. But it doesn't matter what type of texture I try to lay down, I just get the same error. This didn't happen to me before so I'm wondering if it's a glitch or it changed recently.
