I've noticed the same thing, though not really outside. A lot of the inside lights have seemed to dim and now only spread a little circle of light instead of creating that lovely homey glow within the entire room. I assumed maybe that it was part of either the new patch or Eco Lifestyle....maybe trying to even out light range to the size or power of the lamp? If it was intentional it will create a little more planning on our part, if it is unintentional I fully expect they will fix it on the next patch. Some of the things they catch are simply too weird to actually be found in normal gameplay.....just too weird lol.
