@partyloveus101 Just to follow up: I've tested this in two other worlds so far with the same results. I moved my Sim from Evergreen Harbor to Brindleton Bay and after one night the lighting turned back to normal. I switched to playing a different household in Newcrest and the lighting still looks normal. It seems like the weird lighting issue is only happening in my game when I am playing a household that lives in Evergreen Harbor.
I haven't yet found a bug report on this issue.
Which town in Evergreen? Isn't the industrial one supposed to have smog? Could that be interfering with the lights?

@Psychotps In my test save I was using the Port Promise neighborhood, but just to clarify my earlier posts, the lighting in Port Promise always looked fine even when it had the Industrial Eco footprint. It was the other worlds like San Myshuno, Newcrest, Brindleton Bay, etc., that had the lighting issues when I would visit them. It looks much like @partyloveus101 describes in post #1, though I cannot say for certain that we are both having the exact same problem.
If I move my Sim or switch to another household in any other world then the lighting issue seems to go away in the other worlds. Evergreen Harbor still looks fine if I go back to visit. I haven't tried using a household in either of the other Evergreen Harbor neighborhoods but I can try this next.
