@unicorn_vdb26 Do you have the NAP active in that neighborhood. ? If the NAP is active, they will still do all that.
Just turn off NAP voting and revoke the ones you don't like. You need to do it for the neighborhood the Narwhal arms is in and not yours.

i've went with my sims in windenburg and tried to go to setting and put off nap board but it does nothing i can still vote but! there catch !! the nap board is all filled up and i have this problem all the time . i can never vote as my nap board it's Alway filled with activities that i haven't chosen .. i can never be able to get sims to vote it out of the nap board . haha so any thought ?
thank you @crinrict i've manage to sort the problem, i had no clue that it was NAP activities doing it. but only problem i have now is that my NAP board does change that much but ill use cheats for that until they fix that problem
