If you still have the account you used to buy the Sims, you should be able to re-download. (If you've lost your old account, you can probably "recover" it.)
That said, your save files, unless you backed them up somewhere, are gone. ☹️
@Shaunamia You don't need to buy anything: just sign into the same Origin account you were using on the old computer, and you'll be able to download Sims 4 and all your packs onto the new computer. However, you won't be able to download your saves, as those are stored locally (on your computer) rather than on EA servers.
If you still have the old computer and can recover data from its drive(s), or have someone do it for you, then you may be able to find your saves and other content and move them to your new computer. Otherwise, you're unfortunately out of luck on that front.

Yeah, what @puzzlezaddict said, I started editing and we apparently hit save around the same time, LOL. You can re-download the game any time using the same account you used to buy it.
If you can't boot the machine but still have the drive, you might be able to get your save files anyway. But if the problem is that the hard drive died, well, you would need a backup created before your old PC died to get your mods/saves/CC.
@xochiquetzl_xkvn Someone else had moved the original post to PC tech, so I punted it over to this section and answered. To be honest, I didn't even notice you'd posted, until I saw the tag notification; I've just been going through the forums trying to move stuff where it belongs.

I feel bad for @Shaunamia but the game is definitely still downloadable! crossing my fingers on the saves...
