Um, How do I post on The Sims Forums?

So this might sound stupid, but once I enter a category I can't find where to start a new thread. I have some threads though but I forgot

This system is so complicated. I still don't understand any of this.
1. How do I post something or is it that I can't post because I am new.
2. If I am too new to post, what can I do so I can post.
I don't see a button to post or reply so how the hell am I suppose to even gain rankings.

  New members can't create new topics in the forum, but you can still reply to other users' topics.
