I'm running into the same problem started with Fitness level 10, Thanatology 5. Also bio degree but never gave me the option join at higher level with degree. Started at level 3 automatically, my sim does this with any job degree or not. I'll demote with cheats and see if that unlocks the move plots options via chance cards and update you.
Nevermind! It looks like you were right, the chance card does come up in earlier career level.
