@kitxkatxkate I'm sorry to hear you're having difficulty viewing the up/down arrow for floor levels. I'm assuming that the issue is not using the 'plumbob' arrow in the home that raises and lowers foundation (please see comment #2 for information on this if this is the issue).
In your case I'm assuming that you are not seeing the triangular 'arrows' at the top right of the screen with which you go up or down a floor level. If you see them fully 'greyed out' (faint) that can mean that you have previous building 'information' in a floor level above the roof or similar unusual situations, but I also am not assuming this is the case for you.
I just went in my game to see if there is some current issue going on that I can reproduce. Unless you have a different circumstance that I'm missing, unfortunately I cannot reproduce what I'm assuming you're describing. Please see in the screenshot below that I can see the arrows to go up and down a floor level. This was showing properly for me both in Sims 3 Camera and in Sims 4 Camera:
If this is not what you meant please clarify further. Thank you. You can also check on other lots to see if the issue shows there, and you could start a new game save and see if the issue is present there.
If these same arrows/triangles (as in the screenshot above) are not showing for you on other lots also, you can try the following:Game repair (click spoiler tag for directions):

• Open Origin, click ‘Game Library’ then right-click Sims 4 > Repair Game
• If you’re on PC, make sure to let it run until it has completed all repairs (it will do the base game first, then run through each of your DLCs (Expansion Packs, Game Packs and Stuff Packs).
• If you’re on Mac, the repair in Origin will only repair your base game. If so you could try testing with the Mods/CC removed, and removing the cache file below:

If so, please move your Mods folder from your "The Sims 4" folder [Documents > Electronic Arts > The Sims 4] to your desktop (save it for reference) and delete the localthumbcache.package file in your “The Sims 4” folder. Then check in a new game save to see if this issue is still occurring. If the issue is gone, please re-add the Mods/CC one at a time until you find the one causing the issue. If you have a lot of Mods/CC you can try the 50/50 Method.To just delete cache that may remain in the game if you had Mods/CC previously:

• Exit your game and Origin
• Go to Documents > Electronic Arts > The Sims 4
• Delete the localthumbcache.package file in your “The Sims 4” folder (your game will re-create this folder next time you open the game)

Could you post a screenshot of what you see in-game? Put the game into windowed mode first, then click Windows key-shift-S (Windows) or cmd-shift-4 (macOS) and drag your cursor over the section of screen you want to capture.
