Upgrade tech?

Hello that was the first thing I tried, I somehow still can't find it 🙃 

HelloAJC20178​  If you use mods/cc,try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there.
If the issue remains try testing in a new save game file and see if the option appears with households in that new save game.
