So, I chose to do the resistance path.
But, when I got to the mission with having to meet with Vi Moradi she doesn't show up.
I found her, but she seems to be a normal citizen and not even a part of the resistance.
I've tried talking to her, but no commands come up.
I've even left the vacation and went back home and then returning hoping that it would reset, but nothing.
Does anyone know how to fix this?

Yes you answered my question to the OP but the OP did not have your problem.
For your problem Rightclick the game in Origin and select repair. If you have further problems please start a new posting.
I have OP's exact same problem and an idea what may have caused it. I use a mod (NPCControl) that makes the game assign existing sims to jobs instead of making new (faceless, in my case) random ones. I noticed Vi Moradi happens to be working at a restaurant now, no longer part of the resistance. Hondo vanished from his usual place as well, has been seen around neighborhoods on "Earth" every once in a while, so I'm guessing the same happened to him. Is there a way, maybe a cheat, that can solve this? I'm guessing just removing the mod by now is not gonna fix it. (But something to skip this aspiration step should be enough)
You will need to remove the Mod and start a new game.

Or perhaps I'll join the dark side. Mysteriously and funnily enough, all their people are still there ^^
I don't think it's because the mod.
It is because the game keep giving random sims random roles.
I am actually sick of this, this is so stupid.
most of the time, important sims roles keep missing because replaced by another roles.
Vi Moradi doesn't get role to complete resistance flight mission.
Lt. Agnon lost his role and become a scoundrels that makes me cannot get first order mission. same with hondo ohnaka.
and other stupid sims losing his role/job and become something else.
this problem has appeared since get to work expansion pack.
when there is no criminal role spawn, so you can't even arrest the right suspect. because of the fricking missing roles!
not just that, your favorite sims that had their matching job, lose their job and become something else. it can be your co-worker or not. and they are replaced by stupid ugly homeless sims that take over his/her job.
the worst thing of all this is EA never fix this issue.

Please read my reply in posting #8. Without Mods these characters do not get assigned to random jobs.
