Wcif the electronics book for the Blast from the Past Challenge?

Hello all. I am trying to catch up on the challenge but I cannot find the Theoretic Electronics book. Is there a specific library where it is located? Any help is appreciated. Thank you.

You need to travel to a library lot and click on a bookcase. The option should display on the bookcase, not a book. 

It should work on any library. For me a library from the gallery in glimmerbrook worked. The safest option for events with the least chance of bugs seem to be the default base game lots in willow creek and oasis springs.
