@ilvny the butler goes to sleep when he's tired in my game. I think the only needs that decay for the butler are fun, energy and hunger. When they reach red hunger they'll cook something for themselves. When they need fun, they usually pull out a butler book to read.
If all the sims in your house are asleep and the butler is still awake and preventing ultra speed, then they added an option to immediately send the butler to bed under the butler assign task menu.
