Who's the vampire in the painting above Straud's mantle?
You know the one.
He made lots of appearances in the promotional materials for the vampire expansion...
...but to my knowledge he was never named. Unlike the noble, rebellious, and virtuous vampires, I can't find him in the gallery.
He may have only been created to show off the expansion ahead of its release, but I think he must have *L*O*R*E*, due to his implied connections with other vampires.
The painting is found in build/buy mode as "Count Vladislaus Straud I" but this is an alternative appearance for the item, whose default appearance of course depicts our immortal beloved Vlad. Other alternative appearances depict Inna Cents, and in some of the alternative appearances, Inna is depicted posing with our handsome stranger.
So it seems he and Inna were affiliated, and this affiliation must be recent, given that Inna was (according to the official Vampires trailer) turned by Caleb (who was turned by Miss Hell, who was turned by Vlad).

His other implied connection to canonical vampires is the most obvious and significant: His portrait is hanging above the mantle of Vladislaus Straud! So he must be important to our dear count.
As someone who likes to dig into the lore during my Sims playthroughs, this vampire's importance to Straud is incredibly tantalizing. I've hit a moment in my current game where my Sims are observing the painting above Straud's mantle and wondering who this man is, and why he's so important to Forgotten Hollow's founder.
So ... who is he?
