I'm not sure if this is a glitch or what but I added one residential lot in newcrest to make my sim live there, and I added some community lots too, I didn't add any other residential lots so that means that no one lives in newcrest other than my sim, so is that why no one shows up at community lots?
What lot type did you use for your community lots? If you didn't specifically change them from the default, the default is residential and few NPCs will show up there.
Okay, go into Build Mode on your community lots. In the upper left hand corner, it'll show you the lot type. That looks like this (from Crinrict's help blog; this isn't the same problem as in the article but it had the best picture to explain what I mean):
You want to make sure that the library has a lot trait of Library, etc. If the lot type is Generic or Residential, visitors won't spawn.
