Why can't I make an apartment building?
I select apartment setting on the lot, but still it's just a house, how can I make it that many people can live in the house?

Apartments are only in San Myshuno. You can not build apartments anywhere else.
You can have up to 8 Sims/Pets living in a House or Apartment.
