Why does my trash can say pick up when it's not on the ground?

The other thing that will cause it to happen is if you have MOO on when you place it and get it too close to the house.  When it gets kicked, it doesn't fall over and looks just the same as if it hadn't been kicked.  Your household sims can still use it that way, so you don't know most of the time that you did that until it does get kicked.   I don't think you have that situation judging from your pic though.
