Half of these sound like pack refreshes or game packs.
Ocean Exploration is simply Island Living with houseboats, Community Careers is Get To Work Part Two... Suburban Living? Sims is already mostly about suburban living, what on earth is "the ultimate house-spouse with top-notch homemaking expertise" that isn't covered in the game already, especially with packs like Parenthood? I actually really like the description of that one on paper, but how is it a new pack rather than a set of updates? How are its "dark secrets" different from uncovering secrets with For Rent, which are completely random and have nothing to do with a sim's personality?
Reality TV and Car Life sound fun but I can't see an entire expansion pack based on these things. Remember Sims 2 Nightlife? It was basically Lovestruck + Car Life + Vampires + Dine Out. If we're chopping up packs at least have the decency not to put something like cars in an entire expansion.
Lastly, seconding everyone who dislikes the "closed survey" system.

Do not take offense with what I'm going to say, everyone has a different opinion and I respect that, I'm not here to argue with people, I know my opinion might be unpopular and that is fine. Just know I love aspects of the game and that is why I want it to do well and make people happy.
Some of these concepts sounds like something that could of been a pack refresh, community careers (Get to work), Ocean exploration (Island living), Reality TV (Get famous) and Van life (Outdoor retreat). I know that they stopped doing pack refreshes after their first attempt at it with Spa day, however I still feel like pack refreshes can do well if they pick less niche packs to refresh. Isn't there new players joining after the base game became officially free? It will be more tempting for new players to buy these older packs if they get refreshed and overall more well-rounded than before, and people would have more reasons to recommend them as well, especially Island living, Get famous and Outdoor living.
As an example: Island living's whole thing is about the sea, the people of Sulani and mermaids. However, the gameplay for the mermaids and the sea ended up being very lackluster, people were disappointed that you couldn't actually explore underwater, which seems to be the idea for Ocean exploration including the boathouse, unless I'm reading it completely wrong. The metal detector would be perfect to use on the beach while your also cleaning the beach, you would be able to explore underwater as either a regular sim in scuba gear or a mermaid, and you could live on the ocean or next to the beach in your boathouse, and they would have a reason to revisit the mermaids and make them more well-rounded like the rest of the occults of the game (except for aliens and plant sims).
However, Suburban living, Car life and Work on wheels are completely new ideas for Sims 4, and something I would be interested in as a single big new expansion pack with a lot of gameplay, they go well together with the overall vehicle theme and I see no reason to why they would be separate packs.
Since they are not making a Sims 5, they've got to rake in the money somehow. It wouldn't surprise me if we see a lot of packs in the future that seem like they should be refreshes or "already used" concepts. Lots of players are beginning to see B&H more favorably and not so much as Get to Work refresh material or rehash upon learning more about how the business system works. So, one can only hope these concepts are well considered and fleshed out enough to stand on their own and not be, "This should have been added to [previous pack]" or "This should have been a free update".
I didn't really have a strong hate or love relationship with the business and hobbies pack, I'm more so reacting on the lack of actual hobbies. I like the idea of the tattoos (which is honestly what I'm most excited about lmao) and being able to create your own little hybrid business and to be able to live on the same lot as your business, but this pack relies so much on other packs when it comes to the business aspect and it is very misleading with it's title.
So as you, I do hope that they start to really make their packs more well-rounded and more unique to stand out from the rest.
I swear, if Ocean Exploration don't have enough votes, I'm gonna end up having a confession to make for everybody in The Sims community. Because there's no way that Imma be the type of simmer who can't live without Black/African/Caribbean cultures
A lot of this could just be one expansion though. Cars where only a small part of Sims 2's nightlife expansion.
I really don't want cars to be in an expansion pack and I think a pack that revolves around cars wouldn't have much apart from a racing career and a way to sell cars which really doesn't appeal to me at all.
(1) Ocean Exploration... yes, please!!! If they actually include all or at least most of the ideas suggested here (houseboats and non-rabbithole diving are mandatory IMO, at a minimum), then I can even get onboard with it being a new EP rather than a refresh to Island Living. HOWEVER, in that scenario they really should make every sincere effort to add cross-pack compatibility with at least one true diving spot in Sulani, even if they don't retcon the whole world. That being said, I want this pack so badly that I don't necessarily want to hold it up just to try to make that work. So, I would probably be satisfied with a promise upon release that they are actively working on refreshing Sulani for cross-pack compability. In any case, this is hands-down my top choice for this group (with Car Life in second place if they do it right.)
(2) Community Careers: meh. This seems like a GP to me, not an EP, unless there's much more that comes with it than what's mentioned here. Even then, it would probably be an "eventual buy, maybe" for me than a must-buy. More because of game performance rather than the money. But, I know a lot of people would want this, and if we're getting years more content to come, then fine.
(3) Car Life: I've wanted this for years. But I will tell you this: if they leave out the ability to work on cars at home from this pack, and shove it into an unrelated Suburban Life pack, especially if cars are not made base game, I will be PISSED.
(4) Work on Wheels: I don't hate it, but I'm not particularly interested at all.
(5) Reality TV: this one I do actively hate. Sure, I can just not buy it, but with my luck there will be some small feature I've been requesting for ten years that they lock behind an EP I loathe.
(6)Suburban Life: The overall concept sounds boring to me, but I again I fear they will shove a few small features I badly want into a larger theme that doesn't interest me at all.
(7) Van Life: When I saw this in that older survey, I was surprised, because it was not a concept that had ever occurred to me, but it actually sounds really interesting. I still feel that way.
I really hate to say this about the survey. I had a very hard time choosing. I love all the expansion packs.
Here are my ideas of what I would like to see as a Expansion pack or Game Packs:
Van life: should be stand alone pack and they have to including camping, ferry rides
Suburban Living: Game Pack.
Below these should be a 2-Bundle Pack:
Community Careers by adding Get to Work Bundle
Getting Famous Expansion and Reality TV 2 pack bundle
Ocean Exploration and Island Life 2 pack bundle
Work On Wheels and Car Life
