I believe that is the exact reason! Simmers have complained for a long time about how TS4 needs more challenge so I think they thought this was a way to provide that. But, actually all it does is add even more restrictions to simmers once again. If the devs actually played the game (and I don't mean "playing to test new features while they're working", I'm talking about putting themselves in the role of a simmer and actually trying to play out a story line) they'd know that this becomes annoying super fast!
Challenge and restrictions are 2 different things!
