Occults would be excellent. Let's say you make a vampire. Others with the vampires pack will be able to enjoy playing your vampire. Others without the vampires pack can still play the character but it won't be a vampire in that case. So it would be cool if there were things about that character that were interesting even without the vampirism, but that is up to you.

The items in the packs might be substituted by other items, or not appear at all, when the build is used by a simmer who does not own those packs. That's not a problem unless you feel it is a problem. If you want the build to look a certain way when used by everyone, make sure to look for the pack icons at the top left of each item in Build/Buy while you are building. You can also filter for basegame only in the Filter panel.
