Maybe only if occults live in the world those come from, then that world would not be even there to those who do not own the DLC, but at least to me, I was not even allowed to download any vampire from gallery before I had the said pack.
I had a friend test who doesn't have any packs. It will let them down load but won't let him place them in a house. I assume they would be missing from a save file and the house they lived in would be empty.
Ah yes that was my problem too back then..
