Unless something has changed fairly recently, vampires or other occult sims that are placed in a shared save file should appear for anyone, regardless of whether they have the appropriate pack(s) for them. At least it's been my experience when trying out others' saves wherein they had such packs and I didn't. They were ordinary sims for me, and all were homeless, but they did indeed exist. Apparently it's only a problem for people who try to download such households from outside any save that originally had them.
